How to stop international bidders?

Hi, I posted an active listing and an international bidder keeps trying to bid on item even though I don't ship to that country. How can I stop bidders outside the US bidding on my item? I've already set my Shipping Preferences to prevent international bidders in my Account settings. This is very frustrating.

That international bidder may be using a freight forwarder or have a valid US shipping address.

You can block bidders with a primary shipping address in a location you do not ship to, but I do not think you can preemptively block users with a valid US address, other than blocking by username or other buyer requirements.
