how to stop auto payment after one hour when bidding on several items destined for combined shipping
seller charging $30 shipping on several small items and will combine shipping but auto pay after one hour is draining my account in shipping fees.

In addition to what @comics-scifi-collectibles has provided if a Seller has Auto-pay turned ON (either intentionally or unknowingly when it was added to their account) AND they offer Combined shipping then as soon as you win ONE auction you should receive a message from eBay giving you 7 days to continue to shop or pay.
If you did not get that message then the Seller does not offer Combined shipping. Now that is not to say they wouldn't combine the sales after they are all paid for and then refund the shipping overage but it would be good to ask them how they handle multiple auction wins from one customer.
Some Seller over charge for different reasons like:
-They are new and clueless on how to set up shipping and are covering their butts to avoid taking a loss on the shipping end
-They intentionally over charge for shipping and view it as an additional profit center for their business.

This is a setting on the sellers account. A buyer can not turn off auto pay.
You should have seen a pop up before placing a bid asking you for your preferred payment method. If you see that pop up before bidding then you know that the seller requires immediate payment at close of auction.
Some sellers do not realize that eBay turns on the option to require a payment prior to making a bid or offer by default.
Sellers can uncheck the option in their account settings.
You could ask sellers prior to bidding if A ) they allow combined shipping and B) do they know if they have the payments required option before placing a bid auto checked by eBay as this makes combined shipping more difficult.
Sellers can still combine by refunding the difference but eBay can't force a seller to send a partial refund after a order is made. Most sellers will make a partial refund.
