How to speak to someone at ebay?

I cannot find a phone number to call ebay for a payment refund. I was charged for shipping and the buyer was charged for shipping. I expect a refund for my shipping fee when I posted the listing that buyer to pay shipping. If there is a contact number to talk to someone at ebay it is not available on their site! Their chat bot doesnt respond when you ask for human contact phone number!!@

You are not entitled to a refund. You need to understand that it works differently from what you are believing it works.

The buyer pays YOU to ship the item. YOU set the amount the buyer pays YOU, either as a flat rate you set directly or by "calculated shipping" that if you set it up right gets YOU enough funds from the buyer to pay your costs of shipping and handling. Regardless of whether it is or is not, the amount the buyer pays for s/h fees (that, again, YOU set--not the carrier, not eBay) gets credited to your account (minus eBay fees on the total amount including s/h and sales tax that the buyer pays).

YOU pay the carrier, directly or through eBay (or a third party), the amount that the carrier sets to ship such an item of such a size and weight.
