How to speak to an eBay agent about a dispute
eBay closed a dispute without having all the facts or my having an opportunity to discuss/explain.
The *new* seller emailed he would refund my money; i.e. admitted his mistake, then stopped replying to my emails requesting details.
Does eBay have live agents I can discuss this dispute with?

I recommend you ask for advice here in Ask a Mentor before you submit the appeal.
Tell us what happened so we can advise what steps you should take.
Also, you can have eBay call you, but please ask here first, we have more experience.

There is no incoming phone number for buyers or sellers. If you want a call back from eBay Customer Service, here is how to get a call:
Start at an article close to your question (you can look from here: https://www.ebay.com/help/home)
Scroll to the Bottom of the page similar to your question
1) Click "Contact Us" then:
In the CHAT WINDOW
2) Type "I need help"
3) Click "Selling" (or your topic)
4) Type "Agent" in the chat window
5) You may need to click "Something Else" or "More Options" or type "Agent" a few more times
6) Click “Have Us Call You†(or "Chat with an Agent")
-- If you use a call filter on your phone, turn it off temporarily, or it might block the incoming call.
