How to ship envelopes for $2.00? New to selling...

We notice sellers shipping first day of issue stamped envelopes (selling for more than $20) for $2.00 shipping. We can't find a program for Ebay shipping that permits that (unless they are eating some of the shipping) charge. Can anyone advise us if there is a way to ship an envelope or postcard for $2.00 (or less)?

Most likely they are either shipping them untracked using First Class Letter mail, if the items can be shipped that way, or yes, they may be absorbing some of the postage costs themselves.
