how to set up no returns accepted for all our listings

We would like to no longer accept returns. We offer free samples or samples for 1.00 and customers don't take advantage of this and buy fabric with our shipping costs ranging for upholstery fabrics from 20 to 90.00 and ebay forces us to refund the entire amount.

There is really no such thing on eBay as No Returns. All this means is that if the buyer chooses a buyers remorse reason you can deny the return. Most buyers know this and will then open the "Item not as described" case which forces you to make a full refund once they return the item. So having a "No Returns" policy is just a reason for buyers to open this case and also give you negative feedback.
