How to set international shipping?

I'm trying to buy an item from a seller in Europe, but when I make an offer, it says they don't ship to my country. I messaged them and they said they tried to set it to ship internationally since they are willing to ship to my country, but despite attempts it doesn't seem to work. What must the seller do to fix this?

You are located in the Netherlands. What country is your seller located in? The seller needs to specify INTERNATIONAL SHIPPING when s/he created the listing. There are several steps. Seller needs to allow international buyers, specify what countries s/he will and will not ship to, and then in the listing specify the shipping method and price of shipping.
