How to send invoice for additional shipping costs
She’s international so I need a few more dollars for shipping. How do I send her an invoice for the balance

You can't charge the buyer more than what was shown in the listing. You have international shipping set up on your listing, so the buyer paid the correct amount based on the parameters you entered. When a seller makes a pricing error, he must cover that out of pocket.

When you click the See details link by the shipping cost, you'll see you can select the country for the buyer there and it will display to cost to ship there.
