How to send a return shipping label to a buyer after return has closed.
I issued a return to a buyer and a return label was not offered and the return is now closed. How can I generate a return label after the return is closed?

If you choose to refund before receiving the item back, that implies you don't want the item back and no return label will be provided. Once refunded, the buyer has no obligation or incentive to return the item.
If your buyer is willing to return the item now, you can purchase a label through another online site (Pirate Ship is a popular one) and email it to your buyer.
