How to send a invoice to buyer after we issued refund, then USPS delivered item

Question

We sold an item. USPS tracking showed it did not leave the post office for over a week. Item was intended for Christmas. We refunded buyer. Item then did arrive after Christmas. Buyer is willing to pay us a reduced amount. How do we send invoice as it looks like item is sold?

You cannot do anything further through Ebay since you already refunded the buyer.

When you communicate with the buyer, maybe you can find a mutually agreed upon payment source such as Paypal or an online payment app.
