How to return an item when the screen won't allow me to move forward.
The remote arrived yesterday and does not work. How do I get a refund from a seller that says no refunds? Also, is there a phone number for EBAY customer service?

You are protected by the eBay Money Back Guarantee for 30 days from the date of receipt: eBay Money Back Guarantee policy
Go to the item in your Purchase history and file a RETURN using the reason "Does not match pictures or description". eBay will issue you a pre-paid return shipping label regardless of the Seller's return policy. You return the item and the Seller will have 2 days to refund you. Failing that you go back to the claim and ask eBay to step in and force the refund.

Some exceptions to the 30 days: Trading cards, bullion, coins, paper money, and items that are sold as not working or for parts only

If the seller doesn't offer returns, the buyer must request a return no later than 3 calendar days after the estimated or actual delivery date
If the seller offers returns, the buyer must request a return within the seller's stated return window
