Offers can be retracted for a valid reason but "change my mind" is not one of those valid reasons. Also, there are time constraints and other conditions. An alternative procedure in this case is to message the seller and request him pretty please do not accept that offer. We are expected to ponder our decisions and make up our minds before making a commitment to purchase.

The Help page says you can retract an offer if you made a mistake. I suppose a bad original decision could be interpreted as a mistake. I think eBay is using the word to mean like a typo or misplaced decimal point in the offer, but I can't swear to that, because they don't say to immediately offer the correct amount like they do with bids.
