How to report a seller or contact ebay

Question

I purchased an item from Hong Kong to be shipped to U.S.

I've waited over 4 months for the item since my purchase. I've been extremely patient.

I went through the normal channels to contact seller and they just keep replying that it is on the way and can I wait.

I've responded 4 times with request for refund (waiting 4 months???? really????)

I cannot find a location to contact ebay directly to report this seller

What is/was the estimated date of delivery, as shown in your Order Details in your Purchase History? Has that date passed already?

If so, you have up to 30 days from estimated date of delivery to file a refund request:

If it has been more than 30 days from estimated date of delivery, you can file a dispute through Paypal or contact your credit card company.

What was the estimated delivery date? You have 30 days from that date to open an Item Not Received case.
