A seller can cancel a transaction if he is out of stock or the item is damaged, if there is a problem with the shipping address (meaning the system won't accept it or you have asked to ship the item elsewhere after making payment), or if you message the seller and request a cancellation.
For the reason that the item is out of stock or damaged, the seller receives a defect on his seller record so there is no need to report.
If the seller misrepresents the reason for the cancellation, you can report that to eBay here:
