How to report a scam listing?

Is there a better way to report a scam listing? The button eBay provides to report an item does not allow to add any explanation. I know this is a scam:

It has been listed multiple times. Each time from a first time seller and in a different part of the country. I tried to contact the seller when the seller was supposed to be a used car dealer in Fla. Then I knew it was a scam. That was 3? relistings ago. I use the report button but nothing happens. I think it always has bids to 21100 each time it is listed.
