How to Report a Scam and Get a Refund

I have been scammed on ebay by casa_499. I ordered a Weber grill from casa_499 on July 11th, using PayPal, and the order was confirmed. Yesterday, July 14th, a friend gave me his grill since he was moving, so I requested that the order I placed on ebay be cancelled. The seller, casa_499 replied that it was too late to cancel as the item had been shipped. Then, I received an email at 10:28 PM, supposedly from ebay, stat stated the grill had been shipped and another email at 11:41 PM, again on ebay letterhead web format, stating the grill had been delivered., Well, the tracking number that is supposedly UPS, leads right back to the ebay website, not to UPS.

I have two questions:

1. How do I report this seller to ebay?

2. How do I get my money back?

I'll attach the photos showing the original order and the three emails concering the request to cancel and the shipping and delivery.
