How to reach a customer service agent

Question

I sold a purse, shipped it. Buyer opened a case that she did not receive item. I went to post office and was told that the purse was out for delievery. E-bay refunded buyer the purchase price that same day that buyer received the item. She notified me that she had received the item and left positive feedback. I can not get in touch with anyone at ebay to return my money and the buyer wants to keep purse. So now I do not have the purse or the money. Need to explain this situation to an agent to receive mymoney.

E-Bay is very hard to contact in person. This is the second time I have had a problem with a buyer and been cheated out of money and did not receive the item in retur,

I know that if the seller refunds the buyer for an Item Not Received case, and later tracking shows that the item is Delivered, that ebay will reimburse the seller. However, if ebay refunded the buyer, I do not know if that is still the case.
