how to purchase and send a return label to a buyer
Buyer place an order and requested a return of funds which was done. How can I purchase and submit a return label in order for buyer to return my goods?

The refund should not have been issued until the item was returned to you.
Does your buyer seem eager to return it now? If not, then sending a return label could be a waste of time.
Go to the return request. There will be an option there to send a label.
