How to offer item to buyer overseas and ship it?
I've never had to post a question here before, and I hope it makes sense. I apologize in advance if this is rambling.
I have an item for sale, and a buyer has contacted me here on eBay (will NOT be taking this off eBay so as to avoid any potential scam) from the Netherlands (I'm in the US), and he is interested in the item.
The problem now is I do not know how to ship or overseas or even give him an offer on the item. Within the messages, I can click a link that says submit an offer, but when I do that, it says I can't buy my own item. I checked and double checked, and I can't find anything else.
Also, eBay has a huge section for the Global Shipping Program, but it seems it's now actually International Shipping? How do I even go about doing that? My listing, even if I update it to allow international offers, only allows UPS for international.
Assuming I can figure this out, I would prefer the eBay International Shipping program as that sounds like it is much easier, and everyone is protected.
Basically, in the end: I have been exchanging messages with a potential buyer who is in the Netherlands, and neither of us has any clue as to how I can give him an offer (or him to me), and at THAT point, would the International Shipping just come up automatically, and THEN the cost of the shipping? I would think the cost can be determined beforehand?
Again, sorry for rambling. I've been on eBay since 1999, bought more than I've sold, but all my sales have been in the US.

Mentor2 years ago@jabberwock76 Your listing has to have international shipping OR the buyer can use a package forwarding service and provide the US address at checkout. If the buyer chooses this option they should use a service located in Delaware so there is no state sales tax.
I do NOT recommend that you try to direct ship internationally as a new seller. The eBay International Shipping Program has replaced the Global Shipping Program. The main difference is that the EIS has better seller protections.
Also FYI "as is" and " no returns" doesn't mean no refunds. A buyer can file an eBay Money Back Guarantee refund request that you would have to accept. The eBay MBG over rules your no returns policy.
You will need to opt into the EIS program in your account settings ( if you are eligible) .

I highly recommend using the eBay International Shipping program if the item meets the program requirements.
The following requirements apply to items shipped through eBay International Shipping:
Items are physically located in the US and listed on eBay.com
Items are eligible for export and the cost doesn't exceed $2500 USD
Packages should not exceed:
44 lbs. billable weight for every country except Canada (maximum billable weight for Canada is 66 lbs.)
48 inches in length, 118 inches in length + girth (Girth = 2 x width + 2 x height)

I like to use the eBay International Shipping Program. It's easy to use and all you have to do is ship the item to the EIS package forwarding center in the US. eBay handles ALL refund requests for items shipped with eBay International Shipping Program. eBay refunds the buyers for refund requests and you keep the sale.
