How to leave negative feedback, or contact ebay about a seller
A seller had 5 identical items for sale. The price was $298 each or best offer. Our company made an offer of $250 each for 2 items. The seller rejected the offer, then increased the price to $409 each or best offer. I have screen shots of both ads. After several messages to the seller, he offered to sell us the items for $365 each. We ordered the items from another seller for less than $365 each. We did not purchase the items from the original seller, so I don't know if there is any way to leave negative feedback?
What's the point of having a price with "Or best offer" and then increasing the price because you find out that other sellers are listing the items at a higher price?

Sellers are not required to take a "Best offer" just because one is made. Sellers are allowed to raise prices prior to a sale being made.
You might have been better off taking the original price rather than making an offer. It is likely your offer caused the seller to reevaluate the market for that item, and that lead to the price increase.
