How to leave feedback on a order that was cancelled

I purchased a product through the best offer option. The seller then cancelled the order, claiming that the product was out of stock. I think they got a better offer, so the cancelled my order to sell to a higher bidder.

He has a neutral feedback of a similar situation, so I'd also like to leave feedback.

It doesn't give me the option, so how can I leave feedback?

If the seller cancelled as "out of stock" the seller already received a costly account defect. A few of those and the seller loses the ability to list, indicating the seller is likely new to selling.
