How to handle purchase when there the seller does not send the correct number of items

Seller advertised 4 pieces but only sent 3 . Sees the package was delivered and will not send missing piece

Open a Return Request for an ITEM NOT AS DESCRIBED, missing item/parts. Seller will either send the missing part or pay for the return, if he wants the others back, and/or refund. If no response by the fourth day, go back and ask ebay to step in. Do not close or let the case expire without doing this, if not resolved.
