How to Handle Buyer reporting tampered with envelope

Question

This has happened now twice in as many days after not having this issue in 2 years. Two different buyers on two different orders in two different states are telling me they received my order (I sell sports cards and ship in plain white envelope for most orders) but they are saying the envelopes were opened and the cards are not in the envelope.

In an instance like this do I ask them to open a dispute case, refund them and take it up with the USPS, or do I have them take it up with the USPS?

I want to avoid negative feedback and while the amount is minimal I recently moved and want to make sure I am not in line for a bunch of repeat issue happening at my post office costing me money!

Please advise!
