How to handle a dishonest seller?
I received a passcode-locked iPhone 13, and the seller has been ignoring my messages since there is no way I can figure out the passcodes. I suspect he wishes me to return so he can sell it for a higher price. eBay can only offer refund assistance, which is probably exactly what this seller wants. Can anyone offer a better solution for me?

A better solution for you is to purchase a phone with a warranty locally. The seller may be stuck with a phone they cannot sell or use, since there's a good chance that they have no idea how to unlock the phone. It could be lost or stolen.

Mentor6 months agoNo, the best you can do is Open a Return Request for an ITEM NOT AS DESCRIBED. Seller will pay for the return, if he wants it back, and/or refund. If no response by the fourth day, go back and ask ebay to step in. Do not close or let the case expire without doing this, if not resolved.
