If there is an official return claim opened on the item and you try refunding there your choices are limited AND you have to refund through that claim to avoid getting a strike on your account and the Buyer can ask eBay to step in if you do not refund once you get the item back. There may be a choie to accept or decline the return. Accepting and issuing a return label is your best choice ... otherwise the Buyer can ask eBay to step in, force the refund in full, let the Buyer keep the items and then still give your account a strike on it.
If there is no official claim then go to the sold item in your Order file and use the drop down menu on the left and scroll down to Send refund. That flow allows you to set the price you are partially refunding through a multi-page process. You enter the amount, then on the next page type a message and use the drop down menu on the page to select a reason.
