How to get scam accounts taken down?

There is a group of accounts all selling the same items. It appears they are using photos taken from expired listings, & undoubtedly don't have any of the items listed.

Example Listing 365556416003 is exactly the same item as listings:
306316036125
405856107624
388513729966
"Report a seller" on eBay customer service "encounters difficulty" every time I try to submit a report. I wish they would briong back the more direct "report a seller" function.

Those sellers are almost certainly using photos taken from other sellers listings (possibly one of the active ones, possibly a sold or ended listing).

That does not violate eBay policy necessarily, though it's not generally advised.

You have no way to know which if any of those sellers actually have the item in question, so reporting them is unwarranted.

If you place an order and don't receive it or receive something different, then at at that time you can request a return or refund under the eBay 30 Day Money Back Guarantee. Sellers that get too many cases for those reasons will end up with penalties eventually.
