How to get my full refund for item never was shipped?!

I have Purchased Chanel shoe from Kazakhstan and after 3 weeks they never got shipped. I did cancel my order and now I can’t get my money back . The eBay completely not responding or ignoring and seller does not replying on my messages . Please give me some help advise how it’s possible to get my money back

A buyer can request a cancellation, but the seller is not required to cancel just because the buyer asks.

The buyer has thirty days from the last estimated delivery date shown at the time of purchase to start an "item not received" claim with eBay. Once a claim has been started, the buyer has up to twenty-one business days to ask eBay to step in and force a refund. After that, the case is automatically closed without a refund, and eBay can no longer help.

If you have waited too long to start a claim or to ask eBay to step in, you may still have recourse through your payment method. Many credit cards offer some protection for items that are not received for up to six months from the date of purchase.
