How to get my account reinstated

Question

I just created a new account here on ebay and there's message telling me my account is - restricted and follow the instruction in the message that has been sent to your email to resolve the restriction. The issue here, I have received some messages but none of them give information on how to get my account reinstated. Do anyone have insight in this matter.

Your account is restricted because you are a new member, unless you haven't uploaded your payment methods.

New members have a limit on how much and/or on how many items they can purchase at any one time. This is to prevent them from over buying. If you make buy it now purchases at first the limit will soon be lifted.

There is also a limit on how many open transactions you can have at one time. The limit is 4 or 5, which is a rolling number. As soon as the item is paid for or completed a buyer can have a new one. Open transactions are Auctions you have placed bids on that are still on going or Offers you have sent, that are still awaiting acceptance, being declined, or expire after 24 hours with out a seller's response. Items you have committed to buy but have yet to pay for.

If you are buying things such as trading cards which are often listed as auctions, waiting to bid near the very end of an auction before placing a bid is the best way to go. That way you will know quickly whether you won or lost and will not have an open transaction for very long. The link below explains some of the restrictions/limits.
