How to get more chances to buy?

I have an item i bid on in the past..and have used up my 5 chances to buy.. he rejected me each time... now Finally has a buy it now price or make an offer but i am unable to make another offer.... my last offer was above the buy it now price he has..but why pay that when he obviously wil take less now. He has had this item up for sale for almost 2 years now... how can i reset my chances to bid again? this sucks.

You can't. You can buy at the Buy It Now price unless the seller has added you to his/her Block Bidder/Buyer List. Five is the limit for Best Offers for most categories.

Unless the item was relisted with a new item number (what do you mean by "Finally has a buy it now price"? Any fixed price listing will have a BIN price and any auction listing would not run for more than 10 days.
