OP2 years agoi don't need articles. I've read the site backwards and forwards, I need to speak to someone for mediation with a seller who is stonewalling me after not delivering the goods to me

Mentor2 years agoI gave you step by step how to reach a person. 🙂
If the issue is your item was not delivered, you don't need a person for that. You can open a case.
Here is how to formally request a refund of your full payment:
1) Look at your purchase history here: https://www.ebay.com/mye/myebay/purchase
- View Order Details
- Check the Estimated Delivery Date for your purchase, and
- Check the tracking for your purchase
When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):
2) Open an "Item Not Received Case". You can do that right here by clicking on the photo of your item and following the steps: https://www.ebay.com/help/buying/-/reporting-item-didnt-receive?id=4042
(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo)
You will be able to select whether you want the Item or a Refund
-- You have 30 days from the estimated delivery date to open a case
3) You can check the status of your case here:
https://www.ebay.com/help/ip?topicId=4667
The seller must respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund.

Mentor2 years agoYou need to just file a claim for Item not received. The seller will have to respond or in a few days Ebay will step in and you will get fully refunded if the tracking does not show delivered.
You need to open an INR [Item Not Received] claim.
Go and take a look at your purchase history. You can find it on the top right of any Ebay page. Hover over the words My Ebay. A menu will appear, click on Purchase history. Find this transaction. Look what the estimated time of arrival window is on your purchase. When it is one day past the last date, then file an INR claim.
That will protect you and your money. Follow the instructions that will appear on your screen. All the information will be there.
Go and take a look at your purchase history. You can find it on the top right of any Ebay page. Hover over the words My Ebay. A menu will appear, click on Purchase history. Find the transaction. Look to the right there is likely to be a large blue box you can click on that says Return This Item.
OR
eBay Help page
https://www.ebay.com/help/buying/returns-refunds/reporting-item-didnt-receive?id=4042
1. Go to Purchase history.
2. Select More actions beside your item and then I didn't receive it.
3. Tick the box beside I want a refund or I want the item.
4. You have the option of adding a message to the seller.
5. Select Send request.

OP2 years agoIf you click contact us. there exists no chat window. Just options and then click buying and it loops around and around and will not let me speak with anyone.

Mentor2 years agoOn each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.
Here are your options for contacting Ebay Customer Service. Please be aware that for social media CS, you send them a Private Message and briefly explain what your problem or issue is. Feel free to leave your Name, address, phone number and/or your email address in this message. It is private and secure and it may help to speed up the response for you.
https://twitter.com/askebay
https://www.facebook.com/eBay/
https://www.instagram.com/ebayforsellers/
Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

Mentor2 years agoYou can ask questions right here and get an answer for many questions. Just reply with the question or start a new topic with specific title.
If you didn't get your item, or it was not as described we can give you specific advice.
There is no incoming phone number for buyers or sellers. If you want a call back from eBay Customer Service, here is how to get a call:
Start at an article close to your question (you can look from here: https://www.ebay.com/help/home)
Scroll to the Bottom of the page similar to your question
1) Click "Contact Us" then:
In the CHAT WINDOW
2) Type "I need help"
3) Click "Buying" (or your topic)
4) Type "Agent" in the chat window
5) You may need to click "Something Else" or "More Options"
6) Click “Have Us Call You†(or "Chat with an Agent")
-- If you use a call filter on your phone, turn it off temporarily, or it might block the incoming call.
