-If the item was undelivered and returned to Sender then you lose your eBay Money Back guarantee and the Seller is under no obligation to refund you.
-When Seller's come here asking about this type of situation we advise them to refund the item price but NOT the shipping because that money was spent ont he round trip the package took.
-If you really want the item and the Seller relists it you can purchase it again.

You can’t send an eBay invoice. You can send a PayPal invoice if you have a PayPal business account. Or set up an eBay listing for the buyer to purchase, like this one -
