How to create an Invoice to a Buyer
If a customer sends an email of the items she wants to purchase , Is it possible for me as the seller to pull the records the customer wants , and then I can create an invoice to send it to the customer along with cost of shipping ?

No, that is not how eBay works.
If you do not require Immediate payment a Buyer can purchase and request an updated invoice from their end. Then you can send the invoice with adjusted shipping costs.
If you require immediate payment Buyers can purchase everything thing based on your Combined shipping settings and then you can refund the shipping overage.
