Sellers can't create an invoice.
An invoice is generated when the winner is declared. The eBay generated invoice can be revised, in certain circumstances (not very many).
Edited to add: If the listing is still active and has no bids, the listing might be revised to potentially accommodate the factors you and they have decided on.
