Unfortunately, a draft cannot be saved as a Template. You are allowed 50 eBay Templates. If the listing is complete you can copy typed sections like title, conditions, description, etc and paste in a word document then paste them in a Template and save the Template after completing any other common item specifics, shipping settings, handling time, return policy, etc you will use later on other items.
I use Templates almost exclusively, creating a listing from scratch is very rare for me.
