How to contact eBay to appeal a ruling that it would not let me return a fake item

Question

I initiated a return request because the item is a fake item, i.e., not a real silver coin. The item description is not accurate because it states that it's .9999 pure Australian lunar silver coin. Three days later, eBay notified me that the case is closed, and would not allow appeal. How do I talk to a real person in eBay to complain and appeal the decision that is unfair to be buyer (me)?
