How to Contact eBay Regarding Site Issues?

Whenever I am logged in (on my laptop), every page I click on I keep getting the pop-up for a coupon to use the App. I am not interested in using the app and I cannot get rid of this pop-up. This has been going on for months and it is making shopping on eBay very frustrating. How do I stop this and how do I contact someone to help? This happened before, I contacted customer service, they contacted someone and it finally stopped for about three months and then started up again. I cannot figure out with the eBay system how to contact someone. They want info tied to a product or order. Any suggestions? There should be an easier way to report issues with the site.

Mentor2 weeks agoI think I only see that pop-up when I go to the home page, which I rarely do. When I do see the pop-up, I click on the X, or whatever and it goes away. I only use my desktop computer for ebay and not interested in using ebay on a device with a teeny tiny screen.
