How to connect with a live agent

Question

I've been trying to get in touch with an agent for HOURS. I have been using the Chat/AI. I finally got to the option of "Contact a Live Agent", BUT I get the message that it is unable to do that and to "Try Again Later". I left the chat open and did other stuff for a couple hour. It started asking questions again. I managed to get back to the Live Agent option and again it was unable to connect.

I want to find out why is was charged more for a shipping label than the buyer pain. In fact I am in the hole for this sale.
