how to collect shipping on a paid item that was not delivered and needs to be reshipped
The buyers address was insufficient and the item was returned to me. How do I charge her to reship it?

Go to the sold listing and select send refund for the item price only. Then select sell similar to relist the item and they can purchase it again putting in the correct address at checkout.
Or you can share your phone number or email address so that the buyer can send you the payment for shipping electronically. This is not consider an offsite sale since the transaction already took place.
I would buy the shipping label from Pirateship.com if you don't use the sell similar option so that the sold item doesn't have two tracking numbers that can confuse the system.
I do NOT recommend canceling as problem with buyers address or you will be out of pocket for the outbound shipping costs.

Actually, the path of least resistance is to message the customer and let them know you will be refunding their item price but the shipping they paid was spent due to the insufficient address on their account. You can then Relist the item and if they are still interested AND have corrected their address they can purchase it again from you.
To ship a returned package due to insufficient address like that you and the customer would have to work out a payment outside eBay and the customer lost their Money Back Guarantee when the package was determined to be undeliverable.
