How to charge buyer for shipping a returned item due to incomplete address?
Buyer did not include full address and the package was returned. We agreed on each of us paying half of the shipping to send the package again. How do I charge the buyer their amount?

In this instance it is okay with eBay to send the Buyer an invoice from PayPal or Venmo for the shipping. Send it via eBay messaging and say it's for resending the item due to incomplete address.
