Are you the seller? If you are, you can’t change it. Changing ANYTHING about the address will cause you to lose your seller protection.
If you’re the buyer, you can change anything about the address up until you submit payment. At that point, you can’t change anything after payment is submitted.
To both the buyer and the seller: if the buyer had something incorrect in their address. the seller would need to cancel the transaction as Problem With Buyers Address, and the buyer would then repurchase, making sure everything about the address is correct, before submitting the payment.

You must ALWAYS ship to the address provided at checkout to have seller protection for tracking proof of delivery.
You will need to cancel the sale as problem with buyers address. Then relist and the buyer pays again at puts the correct address at checkout.
Also I see you are selling a golf club with free shipping. Are you aware of the surcharges that are NOT always included in eBay's shipping calculator.
