How to change shipping carrier.
I want to change the shipping service on all my listings from usps to ups ground saver. When I try, I am getting a message that says an identical service already exists. How can I change all my listings to ups ground saver?

That message is normal and is coming from Shipping Policies, not Shipping Preferences.
Shipping Preferences

These only control defaults for new listings. They do not change active listings.
Shipping Policies
https://www.ebay.com/bp/manage?profileType=SHIPPING
These control your active listings.
The error means UPS Ground Saver already exists in one of your shipping policies. eBay will not allow the same service to be added twice in the same policy.
How to change all listings to UPS Ground Saver.
Option 1
Edit the policy that already has the most listings.
Remove all USPS services.
Leave only UPS Ground Saver and save.
All listings using that policy update automatically.
Option 2
Create a new shipping policy with UPS Ground Saver only.
Then bulk apply it.
Active listings

Put a checkmark next to all items.
Select Edit.
Select all items again.
Edit fields.
Shipping policy.
Choose the new UPS Ground Saver policy.
Submit.
Shipping Preferences do not override Shipping Policies, which is why the change did not work there.
