How do I, as a seller, purchase and send a buyer a return shipping label? The item arrived damaged

If the buyer opens a 'case' on eBay, then the label will come from the case.
If you are just sending the buyer a label, you can buy the label on a 3rd party postage place, I use Pirate Ship.
then, save the label as a jpg and send the label through eBay messages.
