If your account is strictly a Buying account you cannot block other members, Sellers or Buyers.
If you convert your account to a Selling account, regardless of how much you sell you can block any member from communicating with you.
If you mean block a Seller in Search you can use the Advanced link to the right of the eBay Search window, scroll to the Seller section and use the drop-down menu on the left and select Exclude then type in the Seller's ID and complete the search for whatever you are looking for ... then save the Search.

Mentor8 months agoYou can't really block sellers. Only sellers can block buyers. Sorry.
