How to add charges to completed transaction?

I sold an item and got a message saying the address was incomplete. I printed the label from ebay. Does the buyer have to pay for reshipping? How do I charge the buyer the reshipping for the same transaction?

If the buyer provided the wrong address you can send them a PayPal invoice for the cost to reship.
