The least expensive store is a Starter Store for 7.95 a month on the monthly rate OR 4.95 a month for an annual contract. There are early termination fees for canceling an annual contract early.
If you wish to open a store I recommend just trying the Starter Store at the monthly rate of $7.95

A) To have a Sale with "strike-through" pricing, you have to have a "Store Subscription" on eBay. You can find more information here:

The lowest fee is $7.95/mo with no commitment or 4.95 with a 12-month commitment.
Then you can run a timed "Mark Down Sale + Event" which will give you the strike-through pricing.

B) If you don't want to subscribe, and don't care about the visible strike through discount, you can reduce prices using Bulk Edit.
You will need Seller Hub, if you do not have it, here is how to Opt-In to Seller Hub: https://www.ebay.com/sh/landing
Then to Bulk Edit
1) Go to your active listings in Seller Hub: https://www.ebay.com/sh/lst/active
2) Check the box beside each listing you want to make a change to. (start with just 2 listings - later just pick them all)
3) Click "Edit Selected" from the drop-down list
Once Bulk Edit opens,
1) Select your items again, then
2) Bulk Edit
3) Buy It Now <<==
4) Reduce Price by % <<==
5) Apply
6) Submit All
7) Confirm and Submit
8 ) Done
