How to actually contact ebay about a scam seller
Is there any way to contact an actual person at ebay? I want to make them aware for the second time in a month I purchaced an item that said it was in the U.S. and after not recieving it the seller now appears to be in Israel. The first time the seller's name changed- twice- after my purchase. How do I protect myself from scam sellers that use bogus tracking? I am currently waiting for an item that says "carrier delay" 10 times. I do not expect to get my item- and ebay did not refund me last time this happened. -Not Happy

Here is how to formally request a refund of your full payment:
1) Look at your purchase history here: https://www.ebay.com/mye/myebay/purchase
- View Order Details
- Check the Estimated Delivery Date for your purchase, and
- Check the tracking for your purchase
When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):
2) Open an "Item Not Received Case". You can do that right here by clicking on the photo of your item and following the steps: https://www.ebay.com/help/buying/-/reporting-item-didnt-receive?id=4042
(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)
You will be able to select whether you want the Item or a Refund

The seller must respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund. If the seller doesn't respond after 72 hours, ask eBay to Step In. You must do this before 21 days after the case was opened.

Here are some tips to find a reliable seller with their own inventory
✓ Look for a photo that appears the seller took, it may not be perfect.
✓ Look for a photo that doesn't match other seller's photos
✓ Look for a description that doesn't look like a copy and paste from Amazon
✓ Look for an experienced seller with feedback above 1000
✓ Ask the seller if their inventory is on-hand, or ask them a question about the item
✓ Read the seller's feedback, don't just look at the %
Some things are easier to see on desktop
Click the feedback number and then scroll down and click "See All Feedback"

This is different than the ship from in the listing.
Overseas sellers often drop ship from Amazon or Walmart
✓ Look at where the seller is registered. Preferably someone in USA or Canada
