how to access eBay money back guarantee

I bought overalls advertised at size 38x30.

I received them. They are NOT waist 38. More like waist 28.

There is no tag on the garment to establish the size.

The Seller does not take returns.

eBay says a guaranteed Money back if received item is not advertised item.

I cannot find a way to contact seller via eBay. Contact Seller does not bring up any message prompt or form.

eBay offers only FAQ answers. I cannot see how to contact eBay and ask them to intervene.

When an item doesn't arrive or you need to return something:

Open a request to let the seller know that your item hasn't arrived, or that you want to return it.
Try to work things out â€“ we ask sellers to respond within 3 business days and resolve your request.
Ask eBay to step in and help if the seller hasn't responded or things aren't resolved.

Use the reason "not as described" when you open the return request (DO NOT USE DOES NOT FIT)

THe seller will have to accept the return or refund you. If they don't, ebay will step in.
