how long to get seller performance back up?
I had a couple items out of stock and now my seller performance is below standard. How long will it take to go back up?

You are measured on a rolling 12 months, so when depends on when you had the out of stock cancellations.
Go to your dashboard - https://sellerstandards.ebay.com/dashboard?region=US - click see monthly breakdown to see when the cancellations occurred.
eBay will not let you stay below standard for 12 months without repercussions. They will start limiting your ability to sell, and put your items lower in search. You need to take action to get your defect % below 2%. This means selling more in the new month than you did in the month that will roll out of your calculation from 12 months ago.
Many sellers do this by finding a small inexpensive item they can sell a bunch of - even at a loss if needed - to quickly get your volume up. If you can find a few related items, you could then use your store sale tools to do a buy one get one x% off - this can boost your sales fast.
