How long should we expect the failure to be able to ship to last? 1 hour, 1 day, multiple days?
Can’t ship any order as shipments cannot be generated.

I recommend using Piratship.com, it's free to use and integrates with eBay. The commercial rate prices are the same or even sometimes better than eBay labels. The only thing you can't buy there is Fed Ex and the eBay Standard Envelope for sports cards, etc.
I recommend reporting this to eBay on Social Media so you can provide a screen shot of the error.
The more reports the quicker a problem is fixed.
Contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.
