How long must I wait to request a refund?

I ordered something that the seller shipped by USPS, supposedly priority. It has been 8 days and I still have not received the item. Following the trackin it has not been traveling as if priority. USPS shows the item in limbo at a town about an hour from me for the last 3 days with no updates. I have already now missed what I ordered the item for. How long do I have to wait before I can request a refund?

You can request a refund when the latest estimated date of delivery has passed by at least 1 day.

You can view the latest estimated date of delivery by going to your Purchase History and find the item.
